This has been submitted . It didn't show up on preview after i submitted the text block @ 3:20. 
Next step is submitting the page. Outcome: the text block in the "reviewing" state showed up on the Preview site. A new component did not have to be fully published to show up on the preview site. 

Next step. publishing the text block and approving the page. Outcome: Publishing the text block did not make the new text show up in preview.

Approved the page, waited for the auto publish. Didn't work. Then tried to manually publish the page. that also didn't work in uat.
